Para programar???, pues es un sistema operativo basado en debian como bien lo dice @xodein.
Te cuento mi experiencia, en mi caso yo lo utilizo para programar en lenguajes como php, java (Intellij IDEA), java (Android Studio), Qt (Qt Creator, ahora mismo no lo tengo instalado), y por supuesto puedes programar en c, c++, python y en la mayoría de los lenguajes de programación.
En mi caso cuento con una pc con las siguientes características:
Cpu: i3 de 4ta generación.
Memoria RAM: 8gb
Disco: SSD de 480GB
Sé que no preguntaste eso pero te doy una idea de como trabajo con Deepin. Suerte en todo.

I believe what @xodein and @ppjc72 have said is right on point. Being that it is based on Debian, I think you'll be fine. However, if you are in doubt and want to know with a %100 certainty you can always install it on a virtual machine and see how things go in your specific case.

@gathsaraumesh1 I'm not very sure, I believe there are some options in Control Center for that, but since I don't use more than one monitor, I can't remember at the moment.
